QuickWord

QuickWord answers "what does this word mean" with the least possible
interruption: select a word in any app, tap QuickWord in the text-selection
menu, and the definition appears as a notification. No app switch, and it
works offline.

Features:

• 1.4 million words from the English Wiktionary (CC BY-SA), fully offline

Only a handful of sample words are bundled. The full dictionary (~120 MB)
downloads when you tap Download on the home screen, once; on a metered
connection the app asks first and offers to wait for Wi-Fi. Until then, words
outside the sample still resolve through the Wikipedia fallback when online.
The offline Wikipedia pack (38 MB) is optional; get it from About → Storage &
data.
